General Association Rules
and Policies – 2007

Meetings and Clinics – As a member of CVVOA, you
are expected to attend, and participate in, all meetings and clinics. All Full (Active) members are allowed to
miss two (2) meetings without being fined.
All Provisional and Transfer
members are allowed to miss one (1) meeting without being fined. All Trainee members must attend all meetings
and clinics and are not allowed even one absence. An official will be fined $25.00 for each missed meeting in excess of the limits just
stated. Excuses will not be accepted
because there is no distinction between excused and unexcused absences. Members missing four (4) meetings in
one season will be automatically suspended and any remaining matches on his/her
schedule will be rescinded.
Calling Your Partner – All matches must be worked
as assigned by the Commissioner. The Referee
listed on the schedule will work ‘up’ in the Varsity match, or ‘up’ in the
Boys’ match in a Double Varsity situation.
The assigned Referee is REQUIRED
to make contact with the Umpire at least one (1) day before the match. The Board of Directors strongly recommends
two (2) days prior to the match, just in case the partner has been
changed. If you use email to contact
your partner, the first attempt should be made at least three (3) days (recommend
four days) prior to the day of the match.
If you receive an assignment from the Commissioner, or his/her designee,
as a ‘replacement’ official, you must call your new partner immediately
if the match is today or tomorrow. For
advanced dates, call your new partner within 24 hours and inform him/her that
you are now in the match. If you turn
in an assignment or are moved to a different match, immediately call
your original partner and let them know you are no longer assigned to that
match if it is scheduled for today or tomorrow. (Please see Phone Call Policy on next page).
Turnbacks –
Should it be necessary to turn back in an assignment after you have accepted
it, you must inform the Commissioner immediately. If it is less than four (4) days from the match, you must make
personal telephone contact. Leaving a
voicemail message is not sufficient. If
it is four (4) or more days from the match, you can email the Commissioner and
state the reason for your cancellation.
If you do not receive a confirmation email within 24 hours, you must
make personal telephone contact as stated above and make a note in your
records. Turning back any assignment
once it has been accepted will carry a fine as stated in the fine structure on
the next page.
Arbiter – All assignments will be made using the online Arbiter
system.
All CVVOA members are required to possess a unique email address and
check it regularly for assignments and pertinent association information. In addition, all officials are expected to
maintain an up-to-date closeout calendar on The Arbiter and any assignment not accepted (when their calendar indicates an
open date) will carry an automatic $1.00 per date fine.
Travel to Matches
– For matches at schools where a travel fee is paid, the Referee has the
first option to drive, as a crew, to the match site. Only the Referee can ‘give up’ the option to drive, allowing the Umpire
to drive the crew instead. When it is
not convenient for the partners to meet and drive together, then the travel fee
will be split between the two officials.
Split travel will be paid, with half going to each official, unless the
Commissioner is notified within 48 hours of the match that the fee should be
paid to only one individual. For
documentation purposes, The Arbiter Game Reports should be submitted by all
Referees to indicate who drove to each match.
Scrimmages
– If assigned, all Trainee Members
must participate in at least two pre-season scrimmages, all Provisional and
Transfer Members must participate in at least one pre-season scrimmage and all
other Members must participate as required by the Commissioner or his/her
designee. Failure to fulfill this requirement may affect the Member’s
regular season and playoff assignments.
Scrimmages will be worked without pay, except for applicable
travel. Working as a Rater or
Rater-Trainee fulfills the scrimmage requirement. Failure to attend an assigned scrimmage will result in a fine
equal to the corresponding match fee. Scrimmages should be worked in full
uniform.
Official Uniform
– To be worn when officiating duties are performed at the match site (including
scrimmages):

Polo-Style Shirt with ‘Official’ on right sleeve and V.H.S.L. patch sewn on the left pocket

Slacks with or without belt loops (Slacks with belt loops require a Solid Black
Belt with unadorned Silver or Gold buckle)

Solid White Sweater with “Certified
Volleyball Official” on the left chest.

You are not permitted to officiate non-CVVOA assignments in your
CVVOA uniform shirt (i.e., white shirt w/ VHSL Patch), unless working as an
Associate Member of another High School Association. Penalty: $25.00 fine (1st offense), $25.00 fine +
Probation (2nd offense), $25.00 fine + Suspension (3rd
offense). In addition, wearing
non-CVVOA apparel at a CVVOA assignment results in the same fine and penalty.
Ejections and Incidents
– The report form, available on the CVVOA website, should be filled out by the
Referee immediately after any match in which a player, coach, or team assistant
is ejected from a match. A form should
also be completed after any match where an unusual incident, such as a fight in
the stands, occurs. A copy of this
report should be filed in your personal records for later reference. The Commissioner MUST be notified of
all ejections within two (2) hours after the match.
Injuries or Accidents – The report form, available
on the CVVOA website, should be filled out by the Referee immediately after any
match in which a player, coach, or team assistant is injured during the course
of a match and is unable to continue his/her duties for that match. A copy of this report should be filed in
your personal records for later reference in case you are named in a
lawsuit. You are also required to fax,
mail, or email a copy of this report to the CVVOA Secretary.
Phone Call Policy

The Referee must call the Umpire at least 24 hours (recommend
48 hours) prior to the match to confirm date, time, and location of the match,
and where to meet at the school/gym. If
email is your preferred method of communication, then the first email must be
sent at least 3 days (recommend 4 days) prior to the match.

If any official leaves a voice/email message, then the other official
will IMMEDIATELY return the call/email once he/she gets the message, even if
that official is no longer assigned to the match.
·
If you as the Umpire have not heard from your partner at the 24-hour
mark, then the Umpire must call the Referee (emails not permitted at
this late date).
·
If you are taken out of a match or turn one in, call or email your
original partner immediately and let him/her know that you are no longer
assigned to the match.
·
If you are given a ‘fill-in’ match that was not on your original
schedule, the Commissioner will give you your partner’s name. Call your partner immediately to
inform him/her that you are in the match.
·
If you call your partner and find out that person is no longer in the
match, allow your 'new' partner time to call you. If you have not heard from him/her within 24 hours of the match,
then call the Commissioner the night before the match to find out who
your new partner is.
·
If there is no communication between the two officials, and/or the Commissioner,
and a match assignment is missed, the pay for both officials will be affected
for not following this policy.
·
Any Member who fails to appear for an assigned and accepted match
will be fined the amount of the match fee.
If an official works a match alone (and the other official is fined
for failure to fulfill that assignment), he/she shall receive one and one-half
(1-1/2) times the assigned match fee.
If an official fails to communicate with his/her partner at least 24
hours prior to the match and that partner misses the assignment, the working
official shall not be entitled to the bonus pay.
If the Commissioner gets a call the night before (and
within 24 hours of) the match from an official who cannot get in touch with his/her
partner, then only one official (the one that didn’t make the required call)
will be fined.
NOTE: If YOU make the required call(s) as defined
above, you will never be fined for this requirement.

NOTE: Any offense listed above may be reported by any
member of CVVOA, or reported to the Commissioner or a Board Member by a Coach
or Athletic Director. All fines are
subject to verification and may be appealed to the Judicial Committee. All appeals must be made in writing and
received within 30 days of notification of the offense.
