METRO RICHMOND OFFICIATING SERVICE

Association Membership Advancement Policy

Meetings and Clinics

All Trainee, Provisional, Transfer, and Rejoining (those who have been inactive for more than one season are considered Trainees) Members are required to attend all MROS meetings and clinics, including the VHSL State Clinic. If a Trainee, Provisional, or Transfer Member has an unexcused absence from any required meeting or clinic, that Member will not be offered membership advancement. Also, if a Trainee, Provisional, and Transfer Member has more than one (1) excused absence, then that Member will not be allowed to advance in status. In addition, the Member must attend the fall/winter Annual Business meeting (when advancement voting takes place) or provide an excusable reason for absence.  Any Member who is late to any meeting and arrives after roll call or after the attendance sheet has been collected will NOT be credited with attending that meeting.

NOTE: To be considered excused from any meeting or clinic, a written or verbal notice must be submitted to the Training Committee Chairman by the end of the last business day before the meeting. If the Member is working any MROS/ODOA game or scrimmage assignment, then he/she is automatically excused and a written notice is unnecessary. If the Member is working a college assignment, then a written or verbal notice is necessary. Working recreation league (Babe Ruth, ASA, NSA, Pony, USSSA, etc.) games is NOT an acceptable excuse. Emergency absences must be reported to the Training Committee Chairman within 7 days of the meeting and will be handled on a case-by-case basis.

Scrimmages

All Trainee and Provisional Members are required to attend, and participate in, at least two (2) pre-season scrimmages that are assigned by the Training Committee Chairman or his/her designee. Transfer Members are required to attend, and participate in, at least one (1) pre-season scrimmage that is assigned by the Commissioner or his/her designee. Participation means being in attendance for the entire scrimmage and working no less than two full innings. Failure to fulfill this requirement will result in the Member not being promoted to the next membership level. If a scrimmage is cancelled, then the umpire has the obligation to attend another scrimmage. Do not wait and expect to work the last scrimmage assignment, as it may get rained out or cancelled, and you might not get a second chance to make it up.

NOTE: Failure to show up at an assigned scrimmage will result in a fine equal to the equivalent game fee ($50-$60). All scrimmages will be worked gratis (without pay), except for travel for one vehicle to the outlying A/AA schools.

Fines

If any Trainee, Provisional, and Transfer Member is fined during the season for more than one (1) offence, then that Member will not be eligible for membership advancement that season.

Examples of fineable offences are: umpiring out of uniform, late to a game, missing a game. See separate document on association policies for a complete list of fines.
